QPP 2021 Final Rule & 2020 Submission
On December 1st, 2020, CMS released the 2021 (Year 5) Quality Payment Program final rule. This rule primarily outlines the MIPS requirements and changes for the 2021 performance period, but includes several final updates that will apply to the 2020 performance period. Summary of the 2021 QPP Final Rule:
On December 1st, 2020, CMS released the 2021 (Year 5) Quality Payment Program final rule. This rule primarily outlines the MIPS requirements and changes for the 2021 performance period, but includes several final updates that will apply to the 2020 performance period. Some of the change in this Final Rule include:
- Updates to the 2020 Performance Period:
- A deadline extension has been announced for the Extreme and Uncontrollable Circumstances Exception application. You now have until February 1st, 2021 to file this exception application
- Please Note: The deadline for the MIPS Promoting Interoperability Hardship Exception application will remain December 31, 2020
- The performance threshold for the 2021 Performance Year will remain 60 points.
- Updates to the 2021 Performance Period scoring categories:
- Quality category is 40% of your MIPS score in 2021
- Cost category is 20% of your MIPS score in 2021
- Promoting Interoperability category stays at 25% of your MIPS score in 2021
- Improvement Activities category stays at 15% of your MIPS score in 2021
- Historical benchmarks will continue to be used for the Quality category scoring
- 2021 Promoting Interoperability category changes:
- PDMP measure remains optional and will be worth 10 bonus points
- Health Information Exchange (HIE) measure has been renamed to Support Electronic Referral Loops by Receiving and Reconciling Health Information
- New optional bi-directional HIE measure
- All MIPS eligible clinicians, including those in a MIPS APM, may choose to participate in MIPS as:
- An individual;
- A group; or
- A virtual group
- In addition, those participating in a MIPS APM can participate as an APM Entity.
